JILL LAWLOR has 25 years of experience in management, resource and program development, strategic planning, and land use and development planning. Jill has secured and administered over $100 million in federal, state and private grants and contracts. She is passionate about working directly with communities and stakeholders to create programs and projects that meet the needs of disenfranchised communities and provide equitable access to opportunities for all residents.


The City of Kansas City, Missouri (KC) has received and distributed roughly half of the $195M in local federal relief from the American Rescue Plan Act (ARPA). The Mayor’s Office will partner with a FUSE Executive Fellow for one year to steward the distribution of KC’s second tranche of ARPA funds, launching and scaling programs that will accelerate recovery from the Covid-19 pandemic and reduce disparities in outcomes for the Black KC residents hit hardest by the pandemic.
